Your GPU is too weak for that game.
Your CPU isn't enough to make it run @ full speed either.

CPU no strong.Cpu squish like bug under weight of game.
GPU no best.GPU no give performance because it's OLD.

If you want to play this game badly, then follow my advice. Grab pcsx2 old 0.96 beta which is still has vuskip option with vucycle stealing hack. Something around pcsx2 r1888 still has those option. Make an experiment with those hacks (vucycle stealing at 2X, EE hack at 2X and vuskip 1:2/1:3 are worth to try). Use old gsdx 0.1.7 plugin instead zeroGS and stick with native option on it. For better visual quality, you can set progressif scan at menu in game without degradation on FPS and playing in directx10 mode under windows vista/windows 7 can give you more fps around 7-9fps rather than playing in directx9 mode.
