If your EE is maxing out, that means you probably don't have enough CPU power. You could try to overclock your CPU. I'm running a FX 4130 (I think) running at 4.2GHz and even in turbo, I max out at 65-68FPS. Though I am running on 1.3.0 and i'm playing FFXII Zodiac Job System

your CPU might be downclocking, check the CPU temp using an application like coretemp. also, select your GTX-770 in the adapter drop down list on GSdx plugin settings.
