I know it is a possible fix, but wouldnt it be ideal to find the cause of the problem, why this file game_controller_db.txt is preventing downloading/installing updates.

Maybe there's an issue with game_controller_db.txt that may need fixing, what if this continues to happen again in future updates.

Its not an ideal solution to have to keep making a backup of your files to then re download the updates and installing them manually, then restoring your backup files to resume where you left of.

it has been solved.
SDL update was the issue.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

where do you have it installed to?
Did you use the installer or archive version?
permissions issue too?

I was able to correct the issue, but it did not last long. When I renamed my shortcut it failed to open so I downloaded PCSX2 again. Now my computer states a virus is detected in PCSX2 and won't open. WTF

add an exception to your antivirus
