Problems Running Dot Hack G.U.//Rebirth

Plugins:
GS: GSdx 5875 (MSVC 18.00, SSSE3) 0.0.16 [gsdx32-ssse3-r5875
Pad: Pokopom XInput Pad Plugin 2.1.0
SPU2: I have disabled sound
CDVD: Linuz Iso CDVD 0.9.0
Everything else default

My GS plugin is using my AMD Radeon HD 5450 with Direct3D11 (Hardware), Interlacing Auto, Native Resolution, Enabled HW Hacks

My computer
Motherboard: GA-F2A55M-DS2
CPU: AMD A4-4000 Richland 3.2GHz Socket FM2 65W Dual-Core
Graphics Card: XFX One ON-XFX1-DLX2 Radeon HD 5450 2GB 64-bit DDR3 PCI-Express Low Profile
Ram: CORSAIR XMS 4GB 240-Pin DDR3 SDRAM DDR3 1333

Problem: I seem to be getting a steady frame rate at the main Chaos Gate of around 35 to 42, outside in town I get 30 to 35 and in fields I can get anywhere from 25 to 30 fps. This is there anything I can do to increase my fps? I do plan on upgrading my CPU to a AMD Athlon X4 750K Trinity 3.4GHz Socket FM2 100W Quad-Core when I get the money again. Thanks to anyone who can help me!

I don't seem to have a frame-rate problem with GU Rebirth and most of my specs are lower than yours!

Here's my plug-in settings:
GS: D3D11 Hardware
Interlace: Auto
Internal Resolution: 2x Native (Switch to Native if it's still slow)
Enable Texture filtering and allow 8-bit textures.
I do not have HW Hacks enabled.

In speedhacks, at the bottom left, I selected the preset "Aggressive."
I haven't seen much glitches, and play most of the game at turbo speed (~120fps)


Intel Graphics HD 4000
Intel i7 @ 2.4ghz
8gb RAM

Hmm I think its my CPU truthfully, when I'm playing I use about 95% to 99% though with your settings the game is more playable but still getting lag spikes randomly. I wish I could push my cpu more but I may have to wait until i get my quad core.
