I used the right program to change all codes from AR/CB/GS to RAW and I made sure I named the game the right thing under cheats and I also saved into the right folder, but the cheats just don't want to work!
Here's how I have them set up:
CRC: 2A4B60EB
//gametitle=DragonBall Z Budokai 3 SLUS_209.98
comment=Codes
// Inf Health
patch=1,EE,CEDCAFE5,extended,1C7F011C
// Inf Health Tournament
//936281E8 945116BA
patch=1,EE,CEDCAFE5,extended,1C7F011C
patch=1,EE,CD74AEFE,extended,60A5B601
//F7E9FF87 18A28DC7
// Inf Fusion Player 1
patch=1,EE,DEB579DE,extended,006C81D6
In the guide I followed, it never showed any master codes, so I assumed I don't need them. Also, when I do add the Master code, the format goes funny.
// m
patch=1,EE,BEEFC0DE,extended,00000000
//F5CCE757 7C6F2929
//9126817D E1701BC6
patch=1,EE,00C8DBF4,extended,365ACF66

Those are NOT raw codes. You likely used the wrong settings in the converter program.
Check out my guide here, it may prove useful:

Hmm... But the website I got the codes from said they were Codebreaker codes, which I then transferred to RAW.

Rule of thumb: those websites are usually incorrect about the kind of codes they house, thus you being confused. Then again, don't expect them to hire staff to make sure what the users upload in their databases is indeed codebreaker or gameshark or anything else

Turns out I was using a very old version that didn't yet support CB codes properly.

Now I'm having problems with its semi-squeal, Dragon Ball Z Budokia Tenkaichi.
I made sure I converted the codes right, but they won't work.

patch=1,EE,0C3A164C,extended,46000D03
patch=1,EE,043A1644,extended,0803FFC0
I even tried out the CB and PAL codes, but they won't work either.

Your both of #1 and #8 codes are not raw.
Post the original codes or the URLs.
