Processing Question

I'm running PCSX2 through a Windows emulator on a Mac, and besides that my processor is an Intel i5 1.6GHz. I've been looking around, and it seems most sources recommend a 2.8GHz for a pleasant experience, which explains why my game (Sly Cooper and the Thievius Raccoonus) is running consistently at 25% outside of the initial 2D animation intro. Is this definitely a hinderance for most PS2 Roms?

Nope. It,s how PS2 emulation works, and basically your CPU is too weak to emulate most games.
Added you're using an emulator to run an emulator, well... I let you guess how it'll perform...
