Pushed: [Bug Report] Harry Potter and the Goblet of Fire Flickering graphic bug

# PCSX2 version: Pcsx2-v1.7.3964 (Windows 10 22H2)
# CPU options: EE/IOP defaults, VUs defaults
# Plugins used: Vulkan render and 3x internal resolution, Hardware mode.
# Description: When using hardware mode or the internal resolution is >= 2x Native creates some kind of flickering problem on many objects in the game like bushes, stones, and trees... It is hard to capture on screenshots. So I attached both the  GS dump file and screenshot hope it will help. 

In this scene at the beginning of the game, you will notice a flickering graphic problem immediately if you lock at the trees far away.
Right now the only solution I have to solve this problem is to play on software mode. My Pc spec is Intel core i5 12400f, Rtx 3080 12GB, Win10, 32gb Ram with the latest graphic card driver.

I also want to say that I appreciate the effort of the developers and contributors of the Pcsx2 project a lot. Because of your great project, I and my nephew can play these old games on our PC in the future. even if my ps2 will break. Thank you, Wish you all the best.
