Pushed: [Bug Report] The Suffering Ties That Bind odd glitch [NTSC]

Whenever I'm watching Dr. Killjoy speak through the TVs to the protagonist; the entire screen flickers and whatever is playing through the TVs mid-game is being shown slightly in the corner of my view whenever I look directly at the television Dr. Killjoy is speaking through

Once he's done talking the game does go back to normal however https://gyazo.com/a07b8046a7fa0fe1792e131fdd7b6ac9 my view after cutscene is over. I did not move my character or camera angle at all

Pardon my poor description, I'll try to answer whatever question the best I can though! I would appreciate any help and I'd love to learn a bit more about this stuff

It's a longstanding bug, only solution you can do is switch to software mode.
