Speed depends on fps. That's how a PS2 works.
SOeehdakcs, however, tend to fake fps counter. To make it short, if you want 60 fps all the time (without speedhacks to make sure it works well online), you'll need a better machine.
...Or, you can still use your PS2.

So my PC is not strong enough?

It's strange because my first emulator has 60 fps all the time,only the newest one does not have that speed all the time

It's normal.
Though versions, the emu gets better accuracy. It renders more things Than in previous versions and thus needs more raw power

My PC:

CPU: AMD Athlon II X4 640 3 GHZ
Video card: Ati Radeon HD 5670 1 GB
Memory: 4 GB

I tried the newest emulator again and now everything is fine,it's around 60 fps

I have no idea why,i have not done anything...
