Question bout my PC running PCSX2

MY comps specs are:
1.5gb ram
geforce 8400 gts(512mb)
Intel Pentium D 2.8GHZ
WIndows XP 32bit

Can i run DBZ budokai tenkaichi at full FPS??

Would it change anything if i change to Windows 7(my card supports DX10)

Plz i luv that game but my ps2's laser is gone

I get only 15-20FPS without flicker (old gsdx)
and 30~40(With heavy flicker)

no, you won't get full fps on an 8400, I had one, I now have an 8600 and my PC flies. the only thing you can do is to try downscaling the resolution in GSdx's INI below 512, this is the ONLY thing that gave me better speed in budokai
