Question regarding Dragon Quest VIII

Alright, so I was wondering if I could play Dragon Quest VIII on this PC of mine (I don't really want to burden my laptop). When starting the game (at safest preset/preset 2), the game starts off with reasonably fast speed, but after that it slows down to about 40%-60% (between 30-40fps). My question is: is there any way I can make it playable (not at full 60fps of course, but speedy enough to be played at a comfortable pace, as in getting about 55-59fps).

My PC specs are as follows:

Graphics: AMD Radeon HD 5450, 1024MB
Processor: Intel Premium CPU G630 @ 2.70GHz, 2 cores
RAM: 2GB

(Also anything I should post here as added information?)

Edit: I thought I'd go ahead and add the specs for my laptop as well I guess?

Graphics: Nvidia GeForce GT 520M, 1024MB DDR3
Processor: Intel Core i5-2410M CPU @ 2.30GHz
RAM: 8GB
