Rainbow Haze over top of graphics

I am trying to play Project: Snowblind and when it starts actual gameplay it seems to be working fine except for one thing.
There is a rainbow haze/static over top of everything. It moves constantly and I can see what looks like working graphics beneath it but it is impossible to actually play with the multicolored static.
Has anybody encountered this before and found a way to fix it?
It seems like if you remove the static it would work fine but I just really don't know how to get rid of it.

It would help if you told us the following:

-What game you are trying to play and the region.
-Which PCSX2 version you're using and the settings.
-Your computer specifications.

Some things to try to fix the issue:

-Disable Speed Hacks (if you're using any) and see how it works.
-Swap to Software mode (press F9) sometimes the emulator renders things weirdly in hardware mode.
