I've had a thread banned because I mentioned the word (download), so I am asking if I ripped my owned games and stored them on Google drive as a backup in case I lose data on my hdd, would this be Warez talk

If it's a copy that you made from your own PS2 games, then you are totally fine. In that case, you are simply trying to make a backup version in case something goes wrong and you lost your original copy. Just make sure you don't share a link with other people.

The other question is,can you download it as fast as making the image again.

No, it will take a few hours as I only have a 2 mb line and I upload them overnight

Download time depends on file size...
4.7 gb file takes about 7 hours to download
Less than a gb file takes about an hour I think.

Most modern (at least gaming) PCs don't have a drive anymore. so.. using an old PC, uploading the files and downloading them back to your other PC..?  infinitly faster than not being able to at all lol

Well you can still get a cheap usb dvd drive.

Unfortunely, mine doesn’t. As for the download, it really depends on speed. I can download a Windows iso that’s 4.6 GB for five minutes. Besides emulating, I also enjoy trying out prerelease versions of Windows.
