Random speed ups and slow downs but constant FPS

I'm fairly new to PCSX2 and when I play persona 4, The game will slow down at times like entering battles but the FPS shown will stay fairly constant at about 50 fps. That happens both when speedhacks were disabled and enabled.

These are my computer's specs

OS: Vista 32 bit
CPU: AMD Phenom x4 9500 2.2Ghz
RAM: 3gb
Graphics: ATI Radeon HD 5570 1GB

I am using GSDX SSE2

And also I was wondering why the NTSC and PAL framerate boxes are grayed out and how to change their values.

I don't think there is much you can do about the speed issue except overclock your Cpu. Speedhacks can cause false fps reading so that could explain the slowdown despite fps staying high. Also you can change the NTSC/PAL values by modifying PCSX2_vm.ini, just search for:

FramerateNTSC=59.94
FrameratePAL=50.0

And change the values. But it might be easier to just use the turbo function to set a custom cap.

Edit: Although I heard the Phenom isn't really a good overclocker.
