Ratchet and Clank 3 "EE" Problem

Hey when my "EE" (displayed on the top white bar) runs at 100% The Game slows down to 80% How can I fix this?

By getting a better cpu\gpu or use speed hacks but they usually lead to random jumps in speed
What is your cpu\gpu and what game are you playing

Im playing with a GTX 1060 6gb and a ryzen 5 1600x

Ratchet and Clank 3 on 4k rendering

R&C games are known to require powerful hardware
I cannot test it now but if I remember correctly,there was some option when enabled,it cases rc3 to run much slower

What are your pcsx2 and gsdx settings
What happens to the EE when you lower the scaling

I normally play on 4k and Anisotropic Filtering 16x Midmapping Basic (fast) CRC Hack Level Full (Direct3D) DATE Accuracy Fast (Default) and Blending Accuracy Basic
I also play with HW Hacks which are texture offset x=280 y=280

When im playing on 720p I still get this slowmotion problem
