not really, since optimizing is most of the time suing speedhacks and/or setting extra sw rendering threads.
the compatibility list may help you find some special settings to workaround some bugs, though

It really depends on your machine. Most games won't need the kind of tweaking that R&C does. Most of them will run just fine on these settings(based on your machine):

Speedhacks: Default + MTVU (Don't use MTVU for any games on this list: http://forums.pcsx2.net/Thread-LIST-Game...-with-MTVU )

GSdx settings:
Direct3d 11 hardware
3x native resolution
16x anisoptropic filtering
texture filtering: checked
Optional: Enable HW hacks, click configure, set MSAA at the top to 4x. (This will screw the graphics up in a handful of games, but otherwise will make the polys smoother)
