I have been viewing the forums as a non member for a while now trying to trouble shoot this FPS issue but with a little luck but it still isn't where I would like it.
Specs
Processor: AMD Athlon II X3 445 3.1ghz
OS: windows 7 64 bit
MEM: 4GB
Video: AMD Radeon HD 6450
The FPS is most areas is 60 but when I get into towns or larger areas the FPS (as monitored by my Game Booster program stays at 60 and audio stays normal but the video slows down quite a bit. However, if I hit tab and enable the turbo it runs at about 134 FPS. Here are a few pictures of my settings.

I was hoping there was a solution so I don't have to keep toggling frame rate speeds and just enjoy the game.
