Resident evil 4 graphical issue

Hi.
I'm playing RE4 but I've some problem with it. If I run it on default settings, the screen is very pixelated, enabling texture filtering doesn't help. The same problem happens when I use SW mode.(Picture 2-Problem)
So I tried HW mode(Picture 4), but when I change the resolution(use custom), some shadows appear on the screen(Picture 3), and if I tick "disable depth emulation", or use "skipdraw range"(at 1), the problem about shadows fixes, but all fogs and clouds disappear(Picture 1). If I use 2xNative resolution instead of custom, some lines appear in screen moving with character(Picture 2xNative resolution). I want to run the game with fogs and clouds, but with better resolution (than native) and without glitches. Is there any solution for that?

What version of PCSX2 are you running?

if i recalled it there is a knowned ghost-blurry graphic effect if you look at his gun(any gun that is silver such as "handcannon" you be able to see the ghost-blurry gfx effect)if resolution scaling x2~higher in addition to high-resolution monitor...i rather stay at x1 native but my modern 4k monitor display like crap. then i try run at my old rig my monitor is only at 1024x768 VGA port connection at x1 native should be looked fine....if i want to play on my modern PC i preferred x3 scaling the ghost blur effect remains a little.

First: Started the game on custom res, with frameskip
Second: Turned off HW hacks
Third: Changed res to 2xNative
Fourth: Turned on HW hacks

You need to use Half pixel offset for RE4.
CPU: I7-4770 3.9GHZ

But my problem is not about blurry moving objects right now, I mean when I change the resolution (Native to 1024x768), some "additional shadows"(of any object) appear on the screen, looks like the whole screen is repeating, even if I stand and don't move.

I gave it a try, but since my PC is weak, 3xNative is heavy for it (slows down to 50%). Although fogs and clouds didn't disappear, and there wasn't any additional shadow, but moving objects went blurry, as you said.
