Resolved: [Bug Report][UI] Speed hacks panel visually not disabled after applying settings

Playing around with PCSX2 option I found this bug UI bug.
When you disable all the speed hacks using the checkbox and the click the Apply button the following UI elements are rendered as they where still enabled (not grayed out):
- EE Cyclerate (slider only)
- VU Cycle stealing (slider only)
- INTC Spin detection (checkbox and description label)
- Wait loop detection (checkbox and description label)
- fast DVD (checkbox and descrition label)
- mVU flag hack (checkbox and description)
Please note that even if they are rendered as being enabled you can't actually use them and change the settings.

I've tracked down the bug and everything is fine till r5186.
The problem start to appear from r5196 onwards. Still present in the latest automated revision build r5315.

Steps to reproduce the problem
1. Open the Emulation Settings window and open the Speed Hacks panel
2a. If unchecked, check the enable speed hacks checkbox
2b. Unheck the Enable speed hacks checkbox
3. Click the apply button
4. Result as seen in the screenshot
