When you get the FPS drop how are your cpu temps and also check at what speed the cpu is running in the task manager
Not sure what was on a desktop but go to the control panel=>Hardware and Sound=>Power Options,check here if you are not on some power saving mode(you should be on balanced)
And if you are,just for a test,click on the "Change plan settings=>Change advanced power settings=>in the new window check if you have "Processor Power Management" and if you do,click on it,check if Maximum Processor State is at 100% and set the minimum to lets say 80%(not sure how heavy is the game you are trying)
If you don't get any slowdowns,that means something is triggering power saving features...it can be a program or the bios...or the cpu is throttling down to lower the temp
