Runs really really slow

Any game I load runs really really slow. At max during a game (besides cut-scenes which work perfectly) I get like 4 fps. I followed the config guide to a T as well.

AMD Athlon x2 250 3 ghz
2 gigs ddr3 ram
Radeon HD 5750
XP SP3

Is there any reason for this?

Yes.
Your CPU is a bit slow but not to the point to explain the actual issue. It might be something else.

I figured id get at least 20-40 but not 4..

me too. Actually you should get near full speed at most games with that rig and correct config.

telling us which game you're trying to run would help a lot

Any of the DBZ , MGS games, ff10. I tried quite a few.

NubPaste, there is something very very wrong with your configuration or your system as a whole, but we can't guess what it might be, above 20FPS you should have even in the default configuration.

So you MUST tell us what is happening with actual and useful information. Other than the CPU and videocard model you told Nothing useful at all, neither to us and less yet for yourself.
Edit: The games names (at least the FFX for me) just told us what was clear from start, there is something wrong there and only this.

I have the latest drivers for everything. Using 0.9.6 with gdsx 890 sse2 any resolution any aspect ratio, spux 1.1 with and without sound on and lilypad 0.9.9. As soon as any game starts I get 2-5 fps. Cutscenes run perfectly.
