Get back to the download page, and get the vc++ 2013 x86 redist package. Then install it, and try again.

doesnt work but the 5350 i get a different error code it says failed to init xaudio2 engine XA2 may not be availiable ensure that you have the latest directx runtimes installed or use. DirectX / Waveout drivers instead error details: (code 0x80040154) Unknown error code. and i uninstalled vc and reinstalled it and it didnt help.

1 - update directx
2 - set spu2x renderer to dsound instead of xaudio

i have Direct X11 so there shouldnt be a problem there but i switched the spu2 to dsound (file SPU2peopsdsound) no errors but now a blank screen though i do have sound on the R5350 but still doesnt solve the problem with the later versions with the runtime error; could it be the GS plugin?

Which version of dx11 do you have ?

i suppose from dxdiag its just the Direct X version: DirectX 11

that's a newbie common error.

Having directx 11 doesn't mean you have the latest directx11 revision.
so, as I said, update it.

Ive already installed
DirectX 11.1 for Windows 7 SP1 and Windows Server 2008 R2 SP1:
Platform Update for Windows 7 and Windows Server 2008 (KB2670838)
