that's a very demanding game, and 2.66Ghz won't be enough.
try some speedhacks, especially VU cycle stealing (works very well with that game).
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

something like a dual core @4.5ghz to run flawlessly

In other words overclock that quad if your motherboard allows.

Also experiment with speedhacks, I use cycle rate 2 and vu steals 1, seems to work pretty well but at 3.4Ghz it's not perfect.

I could run the PAL version flawlessly with 3x native resolution so you don't need a CPU this strong, but you 're right in that 2.66Ghz is probably not enough and 2x (moderate) VU cycle stealing is the way to go.

AMD Phenom II X2 555 @3.20 GHz, 4 GB DDR3 RAM, ASUS EAH5770 CUcore (ATI Radeon 5700 HD series, 1 GB), Windows 7 x64.
