@OP Id say try disabling MTVU. When the VU% is that high, it sometimes causes it to run slower than not using MTVU. Worth a shot.

I also tried changing VU1 to superVU Recompiler [legacy] now in that scene jump to 120 fps constantly!

Wait, it's not about the MTVU, I then tried to re-enable the MTVU but leave VU1 to superVU Recompiler [legacy]. The scene still run fast!

^ It is about the MTVU. MTVU does not activate with the SuperVU recompiler. Even if it is enabled.
