Setting up on a new PC (gaming laptop)

I just got this PC yesterday, and I'm very pleased with it. The this is that the emulator is running pretty slow, surprisingly. I was trying out Gran Turismo 4, but it's running at around 50% speed (about 30 fps). I'm using the latest dev build from last night. It's possible that I might need to tweak some settings. Here are my specs:
-Intel Core i7-8750H Hex-core (2.2 GHz up to 4.1 GHz)
-16 GB RAM
-Nvidia GeForce GTX 1060 6GB
-256 GB SSD PCIe/1 TB HDD SATA
-Windows 10 Pro (just upgraded from Home edition)
I have also attached an emulog as well.

First,disable those cheats...they are making pcsx2 display TLB Miss errors in the log and that is never a good sign

I disabled the cheats and tweaked some settings. Now it's running just fine, but I have one problem. I always play Gran Turismo 4 with cheats on. Perhaps, if I can see if I incorrectly put in some of the cheats, then it would be fine? I will update this thread when I can use cheats correctly.

Here are the new cheats that I found. These do work, as I noted that the old ones did not. I forgot to keep the old ones, so they're gone.

So, I think I know what problem I'm facing. When my charger is plugged in, the emulator works fine. When it's unplugged, the speed gets cut in half. I'm right now looking through my programs to see what's the culprit. My PC is an HP Omen dc-0051nr.

I am not sure,those codes look little strange to be raw(unencrypted)
Try this:

GeForce Experience is cutting your FPS in half when on battery, as part of it's Battery Boost function. Either disable it or keep the laptop plugged in.

Okay, it looks like that my settings with GeForce Experience was set up with Battery Boost enabled. I disabled it and now I got a very suitable performance. Also, I tried out the cheats I posted earlier and they are in raw format and it works like a charm. Still, I'm in the middle of transferring over my games from my other PC and start out the various test cases, so that will take a while. But anyways, thank you so much, pandubz and vsub. Happy
