I get some lines too, but it's really nothing IMO.

Those cutscenes/intros are mpeg2, AFAIK. That might have something to say...

Scanlines? Hmm, I don't get that but either way I bet it's a hardware renderer bug in some specific cards or it's caused by de-interlace filters in some specific region releases (try pressing F5 and cyrcle through different de-interlace settings). I'd swap on CGI to Software with F9, the same thing like FFX-2, It's not really worth the hussle to try to find out what's wrong with a CGI, It will look equal on software mode.
