Newer dont always mean better the slow downs you getting a simply cause the apu probably dont have single thread power your old pc had as that video card should be more then enough my cpu is 5 years old and the apu barrely more power then min in single thread

On my end I can play the game at 60fps 90% of time with 3x it could simple be amd thing its no secret pcsx2 likes intel cpu more then amd in terms of performance. then again what do i know i avoid amd anything like the plague
