Shadow of the Colossus [HELP]

I'm not even going to pretend I know what I'm doing/talking about as I just set up this emulator the other day and I seem to be having trouble with one of my favorite games, SotC. I've searched and looked at several posts but I still have problems running it
My specs are:
GPU: GTX460
CPU: AMD II X4 810 quad core
6G of DDR2 RAM
Windows 7 x64
I've tried several configs but even though it SAYS I'm pulling a constant 60 FPS the game looks as though it's only around 20. Even though I have speed hacks enabled on x2
If anyone could give a noobie a hand that'd be greatly appreciated

the usage of speedhacks will cause false FPS reading..

what is your cpu clockspeed ?
remember this game was slow even on your PS2. Vu cycle stealing will help greatly, though

It's 2.6 ghz which I can see as being a bit of a problem

I feel the need to point out excess speed hack settings can make some games chuggy. Persona 4 runs crappy during battles on my machine with speed hacks on.
