disable ee cycle rate speedhack and set vu cycle stealing to 2. disable MTVU hack too. and then, pray. Sotc is demanding, and your CPu is known to have poor performances with single threaded applications.
as a side note : avoid using custom internal resolutions, better use the native multiplier option.

Alright, thanks jesavlein (and everyone else). I was reading on the wiki that Shadow of the Colossus has trouble with AMD cpu's. It runs at a playable framerate, but it isn't pretty- chunky framerate and the lighting is funky. I'll just have to deal with it.
