Shadow of the colossus PAL running slowly(help)

So I'll go right to the point. When I run the emulation and go through all the intros and the game finally starts, it runs at around 15-25 FPS, and it lags like hell. The sound is also,hmmm, stuttering. I tried almost every option and downloaded a couple of plug-ins but nothing.

So my spec. is:
CPU: Intel Pentium Dual-Core 2.5Ghz E5200
GPU: ATI Radeon HD 4890 1GB GDDR5 RAM, 850 Mhz clock
OS: Windows XP SP3
RAM: 3 Gigs DDR2
HDD: 1.5 Terabyte - 150-180 Gigs free

One of a few games that I keep the PAL version.

Enable all recommended speedhacks, set VU Cycle Stealing to 3 and see the maximum FPS you can get. This game requires a monster CPU to run at full speed.

P.S: I doubt you can pass 40 FPS in-game.

The game runs at a steady 20 fps sometimes on the console itself, that's part of the game.
