Should God of War (SCUS 97399) run at full speed?

Question 
I have a recent nightly build v1.5.0-dev-3389-g6e22efe79-windows-x86, the game fails to run at 100% and audio rate is clearly affected. I have run at the original resolution with only the Kratos shadow and horizontal line fixes from the wiki. I've verified my ROM on redump.org.

Windows 10 (64-bit)
Intel Core i7-4770K @ 3.50GHz
Nvidia RTX 2070 Super

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

what do the EE% & gs% say when you get slowdowns ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

What are your settings,(GSdx and PCSX2)...you shouldn't be getting any slowdowns(on a laptop with weaker hardware,I get full speed all the time)
The MTVU speedhack is not enabled by default and that one gives you a nice speed boost

If EE is close to 100%,enable that hack

I forgot to mention that my resolution scale was set to at least ~1080p, if not even higher for anti-aliasing reasons. Otherwise fully stock as I recall.
