Silent Hill 2 not reading new .pnach file

I'm running PCSX2 1.4.0 and I took a 60fps hack from the internet for Silent Hill 2. Dialog window states that it successfully loads every time (and I know my CRC is correct), but it doesn't apply. 

Dialog text looks like this:
Found Cheats file: 'FE06A030.pnach'
comment: Force 60 FPS
Loaded 2 Cheats from 'FE06A030.pnach' at 'C:\Users\Elliott Davis\Documents\PCSX2\cheats'
Overall 2 Cheats loaded


I changed the .pnach file to a .txt and edited it to add more cheats. It currently looks like this:

I saved it as a .pnach and tried to run the file, but the dialog window still states:

Even though I changed the comments and added more cheats, it loads the earlier version of the .pnach file which doesn't even exist anymore. Not to mention, none of these cheats seem to be applying ingame, including the original 60fps hack. I'm not sure what's going on and would appreciate help.

Maybe you're loading a saved state which has in memory all your previous patches. You should always load from a memory card save when doing stuff like this

I have been asking this same thing for a while, but I found out last night that the 60 fps code only works on the original "black label" game and not the greatest hits version unfortunately. And I think that is the case for a few other games as well. I'm about to pop in my original disc to test out the codes now.
