Default ones until proven otherwise if it's too slow. Then you just have to experiment with the speedhacks as sometimes the help, sometimes they don't. My gut feeling says that with integrated Intel graphics you are gonna have a tough time getting full speed.

What DaTank said, basically. I never tried SH4 in PCSX2, so I don't know if it's GPU-bound or not. But seeing as how your graphics are pretty terrible (no offense), you'd definitely want to stay at Native Resolution.

Use gsdx SSSE3, which I think would give the best performance for your chip. Use DX9 renderer, keep resolution at native, texture filtering - possibly turn this off, just experiment I guess, 8-bit textures - turn this off too (from what I hear, I have no idea if this impacts performance or not.)
