Slow Motion Issue need help!

Hello, I'll get straight to the point. When I boot up a game it looks totally fine but It runs %10 slower when I toggle full-screen. The game is running well when it's not full-screen and my laptop is sufficient enough but for some reason It runs at %80-%90 speed when in full-screen. I tried fasting up the simulation but it only works if I'm not on full-screen. I've tried so many setting I've found online but nothing works. I've been trying to solve this for almost 7 hours or else, I dont know.

Also, when in full-screen, if I alt-tab and something comes in front of the Pcsx2, for example the notepad, the game runs as it should! But when I click back to the Pcsx2 the emulation slows down again.

I need a soliton, I am going to lose my mind.

Vsync issue, maybe ?

Solved the issue by changing my screen resolution from windows settings. Increased it to 1920x1080 and it works just fine now. For anyone who's dealing with the issue, I hope this helps.
