I know this forum gets a whole ton of "My PCSX2 is slow" threads, but this is different.
I have a i5 4670K @ 3.4 and an Radeon HD 7950, which would be overkill for nearly any game today let alone PCSX2, and is definitely way past the recommended settings. However, I am getting framerates that dip well below 60 FPS, sometimes even below 40. This is on the latest dev build (5/17), by the way.
Ive attached a picture of me playing God Hand and my settings. During that first fight in the game the framerate is around 30 FPS on average, which is downright unplayable. I tried Ace Combat 4 and that had a equally terrible framerate in the 3D parts. I've seen screenshots of people getting 120 FPS on average in God Hand on their LAPTOPS, so I'm completely baffled as to why an i5 less than a year old and a top-of-the-line GPU from a year ago is performing so much worse.
Also, I'm not sure if this is relevant, but I tried playing F-Zero GX on Dolphin and I'm getting similar atrocious framerates.
