Nope, i7 QM are quad core CPUs, but with Intel HTT that gives a total of 8threads, that is better than a standard quad core, but quite worse than a true 8 core, anyway in Hardware mode PCSX2 cannot use more than 3 cores, so even a 32 cores CPU could will be slow if it has a low frequency.

Nope.
It's a quad with hyperthreading.
Hence the 8 cores detection

Well try it while it's plugged in. (Charging)
Also make sure the power plan is set to performance.

It wouldn't matter anyways as the emulator uses a max of 3 cores anyways.
