Just to expand on this. You should get a cpu around 3.2ghz on Intel's Haswell architecture.

Food for thought my rig plays this game full speed 90% of the time, short of some AGWS battles and hand full of cut scenes this is with 4x scale, and most GSDX shader effects anything less will lag horrible and on that pc which i tried this game under on similar pc, just out right not powerfull enough the game wasnt even playable by my standards when tried it on my uncles pc which was similar spec

My rig runs this game full speed too. So saying you absolutely have to have Intel is not correct.

However, that rig won't remotely cut it.

In not saying you need intel im say the cpu wont cut it period i tried that game on that cpu, not even oc will help it.

Anything less the power equivalent to what i have is not enough, that and your cpu way better then his even at it stock speeds

Rama said you need Intel > 3.2Ghz. Nobbs said you need Haswell > 3.2 Ghz.

Neither is completely accurate. Here are some examples that break those guidelines that would work just fine:

Need to know where that option I highlighted in red is also why will a 2.4gh work but not mine which is more at 2.61gh

For some reason when I tried to overclock my pc I couldn't dont know if it is just not possible for my pc or what when i downloaded msi afterburner and chose to unlock it under settings the top three bars still were grayed out unuseable.

The stp of that processor is higher than yours. Get a better Intel cpu if, you want the best out of emulation.

You didnt answer about the red text x.x I do appriciate the suggestions on what to get but as I can not get anything for a while I am just looking for the red text I highlighted to move on.

Lol, the latency setting is in the SPU2-X plugin Tongue2
You have it set to just 50ms, which isn't enough for timestretch to work properly in varying FPS situations.

Regarding AMD vs Intel. An Intel CPU will work better in PCSX2. Apparently their CPUs cope better with the kind
of workload we have. That doesn't mean AMD will not be able to provide full speed. It just means you need an even
beefier AMD. Maybe about 4Ghz of their latest architecture?
