Slowdown in all games when well above requirements.

Every game I have tested has massive slowdown, playing from 13% (Jak) to 70% (Shadow Hearts: Covenant, which I most want to play), when my specs are far above the requirements, and settings have been optimised.

Specs:
GTX 1060ti
Intel core i7-8750H 2.2ghz
8gb VRAM

PCSX2 settings
Version 1.4.0

Direct3D11 (Hardware) - Software mode has little to no change in peformance
Weave bff (Saw-tooth)
Internal resolution even at native performs poorly.
Bilinear texture filtering.

I'm not sure what the cause is. I used to be able to play games on a laptop of similar specs at perfect speeds. 

Is there anything I can change to make games run at a decent speed?

laptop is very very limited when goes to pcsx2 emulation....depends it has a cooling pipeline,the design,the built,the strength such as PassMark's STR numbers,GPU Gflops,current CPU/GPU temperatures.....and misuse of laptop e.g. battery saving mode or used battery is at 30% and below during emulation you will get mass slowdowns on this.

try getting the 1.5.0 thing..if there is some changes.

is your laptop is a asus ROG?

It's an Asus TUF of some sort. Plugged in, max performance settings.

Edit: It was on a different power plan. 

Max performance brought it to 100%

it could been ROG....and hope it's not heat-up very fast
