I Have a BIG FPS Problem at all Games I want to start.

All Emulation Settings set Standart!

4GB RAM

In GSdx set renderer to DX10 Hardware. GT4 is one of the most demanding games in terms of CPU power and your 2,3 Ghz do not help much. Fatal Frame 3 is also not easy to emulate. You should try using some speed hacks

well enable native in gsdx config
use speed hacks ( recomanded ones )
frame skipping frams to skip 10 to draw 10 ( in emulation sesstings, gs)

try the EE speedhack and set VU cycle stealing to MINOR that should have some. (check the EE% with the EE hack on)
