Slowness help plz!

Bug 
Ok pc specs:

3 GB ram
QQ6600 QuadCore 2.66 GHz
Nvidia 8600 GT
Win7 Ultimate
32bit

Heres the interesting part my beta build of 0.9.6 runs GTA3 and HalfLife on full speed but the latest 0.9.8 is running them at 20-30 fps.... Ive even tried every speedhack i could think of and nothing was helping.

I dont understand why 0.9.6 beta works faster than 0.9.8 its like 0.9.8 is in slow motion all time (even tho i have checked that and made sure its off) i want 0.9.8 working since it fixes a lot of games id like to play which dont work in 0.9.6.

Does anybody know how to fix this? or recommend settings/plugins to use for my computer?

Im using a stock 0.9.8 off the homepage maybe you can direct me to betas and something ?

PCSX2 settings? Plugin settings? What do the EE/GS% in game window say when you get slowdowns?

all default plugins and default settings (although i often try set the preset slider to 3 to try get some speed)

EE 100% GS 30% when fps is very low

means your CPU is struggling.
If you can OC, it'll help

How is that even possible its hardly a 486 cpu lol.

Ive managed to get help fps a lot by setting PCSX2 affinity to 2 cores and setting pcsx2 to realtime priority.

Although it would help if pscx2 would support all 4 cores o_O any ideas when that will happen?

Actually, it won't really help. That's why it won't happen soon...

How so? Surely you could donate specific sections to individual cores

Like the whole SPU on 1 core, etc

In any case i managed to go from super laggy fps to perfect on some games (still bad on very demanding games tho)

What i did was:
download latest botsnapshot
tweak all settings
set hacks to aggressive
set pcsx2 to 2 cores and realtime it

got any more suggestions? like making GTA3-SA work perfect?

every game i have tried to run runs fine on default settings
