Slowness in NBA Street Vol. 2

I have a dumped ISO for NBA Street Vol. 2 and, while in a game, my FPS rate drops to 8-13. This seems weird for a game that is so old, especially when I can get 40 FPS for FFXII and 60FPS for Kingdom Hearts.

Any ideas?

While unsupported you can try speed hacks as well.
