My specs are

Intel P4 3.06 Ghz
2GB ram
Nvidia 9600 Gt 512MB
Win Xp

how can I play HCTP on this PC with decent fps i get around 30fps

You probably won't be able to, you need a much better CPU.
Core i5 3570k -- Geforce GTX 670  --  Windows 7 x64
