I'm not sure how, but I solved this issue by switching the PAD plugin back and forth,
I recently got the PCSX2 emulator and the ROM for SpongeBob: Battle For Bikini Bottom (I do own the game physically), and every time I boot up the game, I get this screen and cannot progress any further:
