i ve been thinking the emulator provided x3 the most speed hack availabe, so can i use another app of speed hack like CE to improve the speed?

What you get is really close to breaking emulation already.
If you need more, it means your computer is just too slow to handle ps2 emulation.

even though is nice to have one rev with x3 cycle rate,beacuse in many of my cases,this hack dont break anything and give me a nice speed boost,well now that im on a new pc this speed boost is somewhat minor,i mean i really feel the difference between x2 and x3 speedhack when i was on my celeron,but now it dont make much difference , i guess if you have to use x3 cycle rate then you dont have a good pc to run that game
