You'll notice where it says Single Thread Rating, it only rates at 1156. Also note that Xeon processors are mostly meant for running servers and often struggle with gaming, or emulation. For PCSX2 they recommend a minimum STR of around 2000 and up to 2100-2300 for the more demanding 3D Games. That's why your CPU is struggling in some areas. Short of the tweaks that were recommended, there really isn't much you can do short of upgrading the CPU
