Speed stuttering 90% - 110%

What do the percentages (EE, GS etc) say at the top of the window when you're playing the game when it slows down?

I took down the numbers before and during the slowdown
Before: EE: 49 - 58  GS: 0 - 12
During: EE: 31 - 57  GS: 4 -15

hmm, how long do the slowdowns last? and is it any better if you press F9?

F9 does not affect it, and Time wise it varies, sometimes it only 5 minutes, but most times it 20 minutes to an hour
