I tried doing it both with it on and then off. It doesn't make a difference, it still hangs Huh.

How about using Interpreter on EE and IOP
Keep in mind that it will extremely slow but the point is to see if you can pass that menu

The EE's Interpreter tooltip is really finny
Quite possibly the slowest thing in the universe. Laugh

It definitely does live up to it's name lol.

Anyway the game boots up and shows me the copyright page (where it says "blah, blah, copyright, blah, blah"), and then the screen goes black. I waited for awhile to see if it would ever load, but it didn't. Anymore ideas? I'm sort of at a loss here.

I think this error made by some file inside Spongebob Game File, I see the log and found this error

and something strange was "open fail name ¥ZZZ¥PADMAN.IRX;1"
and they put all this file in MODULES folder inside the game file without "¥ZZZ¥", I think "¥ZZZ¥" that make everything freeze, the game file inside the modules folder is "CDVDSTM.IRX", "HIS.IRX", "IOPRP300.IMG", "LIBSD.IRX", "MCMAN.IRX", "MCSERV.IRX", "PADMAN.IRX", and "SIO2MAN.IRX". If ¥MODULES¥PADMAN.IRX line in the console didn't create any open fail error, the ¥"any_text"¥ must mean directory, and there are no ZZZ Directory in the game file I see. Any Idea? (You can see the file inside the game file with WinRAR)
