Why you think speedhacks choose where to work or what? 
Speed hacks as noted everywhere break games, meaning they can cause hangs,crashes,graphic corruption,false FPS readings,slowdowns,skipping and all kinds of problems. And yes they work constantly if you have them on, not just selected scenes or something.
