Does anyone have an idea of a good combination of settings to run SWBII? I tried every combo of speedhack usage and I adjusted the sound a few times.
No matter what, I get skipping sound and like 25 FPS. Maybe I should get an older graphics plugin or something? Any suggestions?
My computer isn't an issue, I have GTX 470 GPU and i5 quad core CPU.

Hmm...personally I haven't tried this game on pcsx2 but judging by your system specs it should run fine.
Try using the latest svn...might help.
If it lags try running it in native res..with average speed hacks and frame limiting off...
You can also try mtvu because you have a i5
Intel core i5 3210m @3.1ghz
Nvidia Geforce GT650m 2Gb DDR5 (Core:975mhz/Memory:1000mhz)
8Gb DDR3 1600hmz Ram
1Tb Hdd
1600x900 Hd resolution
Windows 8.1 64bit

Your GPU is more than enough to handle up-scaling...don't use native as proposed....

For settings combinations you can try my guide. Link is in my sig. What's your CPU clock speed?
I don't know why it's behaving slow though. If you're using native, maybe it's not triggering the performance boost?
Modern GPUs sometimes handle higher resolution better than smaller ones, strange as it may seem.
