All i can say that even I7 can barely handle games like FF or Kingdom Hearts or other more demanding games (not to mention MGS) on 60fps, so using hardwaremode with a good GPU is the best you can do.

Some laptops can already do pretty well, for around 650 dollars you can get one that will play MOST games(some with speedhacks). For games like MGS though, you need a beast. But there are laptops that can do it, but you will be spending ~1200 dollars.

It's ok. It's faster than my i5 4210U. It will struggle on the really demanding games, but the light to medium games will be fine.
